Personnel vetting is the process used by the federal government to evaluate the trustworthiness of its workforce to perform job responsibilities associated with a designated position. The degree of personnel vetting required depends on the risk and sensitivity of a position. It applies across the Executive Branch, including military servicemembers, federal employees, and private sector contractors. Why reform personnel vetting?

The core framework and concepts that support personnel vetting were developed decades ago. Since that time, technological advancements and evolving threats have shown the legacy approach is inadequate. The Trump Administration created the Trusted Workforce 2.0 initiative in response to these challenges. It aims to transform personnel vetting so agencies can quickly and securely hire the workforces they need to accomplish their missions.
